WHAT IS NYLT?

NYLT stands for National Youth Leadership Training. It is a nation-wide BSA course conducted at Council level to provide advanced leadership training and skills to future leaders. In NCAC, the course has adopted a Baden-Powell nickname, “Impeesa” (the wolf that never sleeps), to further identify our program. 

The objective of our NYLT program is to equip our young people with leadership skills to help them succeed in their Troops and in LIFE.  Impeesa brings together boys from all over the Council to learn and practice the leadership techniques in a risk free, scout friendly environment. The Scouts learn and practice leadership skills and styles together. 

NYLT is an experience designed to train the participant in team building and leadership skills, taught in an outdoor setting. The course is led by a staff of Scouts from the Council. These peer level instructors have completed the Impeesa course and an intense staff development process.   

The course is presented around “One month in the life of your troop.” Scouts will get to SEE the scouting program modeled and the scouting ideals come to life as they learn and practice their leadership skills.

Impeesa is not another summer camp; it is an intense and challenging leadership experience. There is no merit badge training offered. Every game, activity, ceremony, and even each meal is designed to be part of a total training experience. Participants are treated with the respect they are due as future leaders in their troops. They are expected to put forth the time and energy needed to learn and practice the leadership skills.

Course Objectives:

  • To give participants the confidence and knowledge to run the troop. 
    • Participants will be given opportunities to lead their Impeesa patrol.
  • To give participants the most contemporary, successful, and useful leadership tools available and allow them to “experiment” with them to help them better relate these skills to their troop responsibilities.
    • Video presentations, movies, and practical application exercises introduce the participants to the leadership skills and tools.
  • To give participants the opportunity to share ideas and experiences with Scouts from other troops.
    • Participants are formed into patrols with youth from around the Council.
  • To create an atmosphere where Scouts will experience Scouting at its best.
    • The youth and adult staff will model the activities of a boy led troop, using the Oath and Law as the guiding principles.
  • To enhance the relationship between the participant and his Scoutmaster.
    • Each scout prepares a Troop Vision Agreement (TVA) listing his Vision and Goals for his particular troop. The scout is expected to sit with the scoutmaster and discuss ways to fulfill the TVA.
  • To have fun!
    • After all, it is a scout event!

ELIGIBILITY

To get the most out of the National Youth Leadership Training, a Scout must be extremely comfortable in his long-term camping skills and ability to get along with other Scouts he's never met before. He should be able to readily absorb abstract concepts and be able to articulate ideas about applying those concepts in his home troop in writing. There are no absolute objective criteria to capture these traits, however, experience has shown that the following qualifications most accurately describe the successful NYLT participant.

By June 1, 2010, all Scout participants must have met the following qualifications to attend NYLT:

·       Attained at least First Class Rank
·       Completed Troop Leadership Training (or served in a youth leadership position)
·       Be at least 14 years of age (Unit Scoutmaster can request exceptions for 13 y/o scouts that are scheduled to  assume Senior Patrol Leader positions.)
·       Received home Scoutmaster approval.

Troop Registration Limits

To ensure the maximum learning potential for each Scout, we set a limit of four scouts per troop per course. This helps scouts form into cohesive patrols by reducing the distractions caused by the informal group created by home troop associations.  Scoutmaster may discuss exceptions with the Course Director through the contact email provided below.

Uniform

Participants are expected to lead by example at the course. The only uniform which will pass the daily inspection is the BSA Official uniform (official short-sleeved shirt with all regular troop insignia properly placed, official shorts, official socks pulled up, and official belt. Both new style and old style uniforms are acceptable.  Scouts are expected to arrive in proper uniform. Scouts do not need to bring a scout hat. Participants will be issued an NYLT hat, neckerchief, and T-shirt upon arrival at camp that will be part of the uniform for the course. Each patrol will be evaluated on how its members wear their uniforms. Two uniforms are suggested, so the Scout has a change of clothes.

Medical Forms and Issues:

A completed, signed and dated copy of the BSA Annual Health and Medical Record Part B is required for each Scout.  Please turn in a copy of the medical form and NOT the original as it will not be returned at the end of camp.  Note that the old BSA Class 3 medical form can still be used until January 1, 2010.  If the Scout needs to have a school or sports physical, please use the new form as it will stay current for one year after the physical.

The course staff will make every effort to meet the needs of Scouts with special health needs. If you have a Scout with special needs such as: ADD, ADHD, food allergies, diabetes, epilepsy, allergy injections, hemophilia, or physical handicaps, which will require assistance at camp, it is important to note this in the spaces provided on the registration form and the medical form.

Troop Vision Agreement and Workshop:  

An opportunity for youth leaders to share their visions for the troop with their Scoutmasters.

The lessons of NYLT do not end on the last day of the course. Participants are challenged to apply the skills they learned to improve themselves and their troop. These lessons need to become a part of each participant's personal growth in Scouting and in his relationship with his home Scoutmaster. Each scout develops a plan to improve his troop by recording a Vision and Goals. These are recorded on his Troop Vision Agreement (TVA). The TVA is presented to his scoutmaster as the starting point for discussions on how the scout can use his leadership skills to better the troop. 

The TVA Workshop will be held on the last day of each of the courses. The details of the meeting will be provided to each Scoutmaster in a letter sent upon registration. The TVA Workshop is a structured one hour meeting where each participant and his Scoutmaster (or Scoutmaster designated adult troop leader) work together on using the ideas in the TVA to help their troop. Youth and adult NYLT staff are available to help guide the scouts and scoutmasters as they develop the TVA. Attendance at the TVA Workshop is strongly encouraged.  Scoutmasters attending the Workshop are invited to join their scout at the course luncheon and the graduation ceremony.  The NYLT certificate is given to the Scoutmaster at the TVA Workshop for presentation at a Court of Honor to recognize the Scout’s work on upon completion of the TVA. The NYLT Scoutmaster will work with Troop Scoutmasters unable to attend the workshop to ensure the objectives of sharing the youth leader’s vision are met. 

SPECIAL NOTE FOR SCOUTMASTERS: 

There will be a NYLT Scoutmaster Orientation session conducted during the first day of both the 2 weekend course and the weeklong course. This session is a requirement for the Scoutmaster Key. The session will be presented by the adult NYLT staff and will consist of an overview of the NYLT program and a discussion of the role the scoutmaster plays in working with youth leaders after they complete the course. Scoutmasters play a critical role in mentoring NYLT graduates as they try out the leadership skills, tools, and methods they have been presented.   Specific times will be provided to the scoutmaster of each participant. We encourage each scoutmaster or scoutmaster representative to attend this session.

COURSE FEE:

The course fee is $200. A $50 non-refundable deposit must accompany the participant application. The balance must be received in the Program Office at the Scout Service Center 30 days prior to the course start date. Registrants placed on the waiting list will take the place of any participants who have not paid in full by that date. No new registrations will be accepted after that date. Reservations are transferable within a troop for applicants who qualify.

Refund requests will be considered, less 15% administrative costs and encumbered expenses. All refund requests must be submitted in writing to the NCAC Program Office no later than 30 days following the final day of the course. Refunds will not be made to Scouts who leave camp after the first day but before the end of the course for any reason.
